Free capacity is real headroom; we don't oversell the node. Every game server gets
the cores it's promised. Web nodes are measured in RAM, the resource that actually runs out on a shared web box; their CPU is shared and bursty, so a core count there would tell you nothing. Auto-refreshes every 60 seconds.
